Justice in northern Uganda requires that the ICC thoroughly examine UPDF abuses of the civilian population as well as abuses by the LRA. The willful killings, torture and mistreatment, rape and arbitrary arrests and detention of civilians by UPDF soldiers highlighted in this report are serious crimes that may fall within the ICC’s jurisdiction.The ICC has jurisdiction over war crimes particularly when committed as part of a policy or plan or on a large scale.
The government remains responsible for many of the hardships and abuses endured by the displaced population. Since 1996 the government has used the army to undertake a massive forced displacement of the population in the north and imposed severe restrictions on freedom of movement. While justifying the displacements on grounds of security, the government has forcibly displaced people without a lawful basis under international law and then has failed to provide the promised security. Many of those displaced, including almost the entire population of the three Acholi districts live in squalid conditions in displaced persons camps that are susceptible to LRA attacks. The Ugandan army has failed to protect these camps, compounding the harm inflicted by the original forced displacement."

"OPPOSITION Members of Parliament yesterday praised the late Brig. Noble Mayombo as a distinguished man with rare qualities of leadership.
While paying their last respects, speakers of all opposition parties were unanimous in their praise of the fallen War Criminal.
The leader of Opposition in Parliament, Prof. Ogenga Latigo, expressed shock that just in one week the Parliament was sitting to mourn the demise of two distinguished Ugandans.
“To lose Mayombo, who was still in the rising curve in his life, is tragic. Death has truly robbed Uganda of a distinguished servant. The last time I was with him was at a dinner organised by the American ambassador, together with General Ivan Koreta. That was the best evening I have had this year,” he said, describing the late as humourous and cautious.
Latigo said whereas the 2001 incident, in which Mayombo stopped his brother Okwiri Rabwoni from travelling with Besigye to West Nile was regrettable, the opposition had no grudge. “We have nothing at all to hold against him because Noble reconciled with his own brother. Who are we to undermine that reconciliation?” he asked.
Opposition Chief Whip Kassiano Wadri called on his colleagues to follow the example of Mayombo. “We can talk of all sorts of attributes but it will all be waste if we do not emulate him,” he said, describing him as an intelligent and patriotic young man.
“Mayombo was distinguished by exceptional courage and nobility,” added Arua Municipality MP Akbar Godi. “The demise has occurred at a time when Uganda needed him most.” He called for an independent investigation into his death.
Reagan Okumu (Aswa) praised Mayombo for his modesty. “I was struck by the humility of Noble Mayombo. He was a very humble accounting officer despite his rank.”
Beti Kamya described Mayombo as a man with “exceptional qualities”.
Besigye keeps vigil at Brig. Mayombo’s residence
FDC President Kizza Besigye was among hundreds of mourners who kept a vigil at the home of the late Noble Mayombo at Ntinda.
Dr Besigye had many intellectual disagreements with Mayombo about the running of the state and the harsh treatment of opposition leaders by state operatives. He arrived at the residence at around 9:15pm on Thursday night.
After viewing the body, Dr Besigye was given a seat just next to the casket. He hugged Maj. Okwir Rabwoni, a brother to Mayombo.
Former secretary general of the East African Community Amanya Mushega was also present. Early this week Dr Besigye said, "Mayombo was an intelligent person working in a rotten government".
While paying tribute to Mayombo at Parliament on Thursday Defence Minster Crispus Kiyonga said he and Mayombo were assigned by President Yoweri Museveni in the 2001 elections to bring Dr Besigye back to the Movement.
This is truely a wrong perceiption of the President of the republic of Uganda, you need to go an extra mile to evidence your facts and retrieve them in a more guinuine source.

You seem to know sense but you have failed to live it.You wrote many facts and this makes our struggle a legitimate one. Yes, a new Uganda does not need any fuctionary from the NRM-Clan,NRM built and exploited a fake Revolution.
Besigye represents the york of NRM and not those Ugandans that have suffered at the hands of Musevenism since 1981.
No one seems to have a true heart for Ugandans, not the people on governemnt nor in the oppositions. Ugandans are enemies of Ugandans. Please seek the truth and think about the many ugandans. Of late i do not see many people who have the real heart for ugandans.
The writer martyn is either M7 himself or one of M7's guy spice girls. He has a good sense of reasonig but it has been misdirected by years of pampering his boss. The mere fact that he mentioned torture and justfied it just throws me off.

That alone tells me that this M7 defender has never heard of the rule of law. Torture cannot be justfied, and to make things worse, he has even sentenced those people before the courts of law do.
